Community Safety Partnerships
Opportunities for Community Safety Evaluation & Meaningful Collaborations
Community safety is undergoing a paradigm shift, away from a police-centered model of public safety and toward a whole-of-government approach, where the responsibility for keeping people safe is shared across health, housing, social service, and community-based institutions.
The Bellwether Collaborative partners with cities developing comprehensive community safety agencies to help shape how services are deployed to have the greatest impact. We pair rigorous evaluation with community-engaged methods so that findings are credible to funders and policymakers and useful to the practitioners and residents these systems serve.

Let's Work Together.
We offer tailored partnership to your programs, priorities, and data landscape.
Research support offered by the Bellwether Collaborative include:
Administrative Service Use Data Analysis
Working with your existing administrative data to describe who your programs reach, patterns of service use over time, and outcomes.
Stakeholder Interviews
In-depth interviews across organizational levels — leadership, program staff, and the people your programs serve — to understand how programs work in practice, what enables success, and where systems create friction.
Actionable Synthesis
Findings translated into products your team can use that could include briefs for city leadership and funders, internal learning sessions, and (where useful) systems visualizations that make complexity legible.
Mixed-Methods Program Evaluation
Combing analysis of program and administrative data with a participatory “stats-in-action” approach that engages stakeholders to interpret findings, pressure-test conclusions, and shape recommendations.
Systems Mapping
Building a linked “systems atlas” to show how and where systems connect, where they fragment, and where intervention matters most.
Needs & Readiness Assessment
A rapid landscape scan of your programs, data systems, and staff capacity to identify what’s already working, where gaps exist, and what a program is ready (or not yet ready) to take on.
Community Co-Design Faciliation
Structured sessions that bring residents, frontline staff, and leadership into the same room to shape program design decisions together.
Policy Translation & Briefs
Turning findings into short, decision-ready briefs tailored for city council, funders, or state agencies.
